The interim importer security filing rule, referred to as 10+2, will take effect Jan. 25, 2009 with enforcement to begin one year later. The latest announcement establishes a six-month test of how the data elements can be provided, and allows U.S. manufacturers to provide the most difficult data elements on a "best available" status.
